      T.H. attended high school in Woodland California after graduating from
      Klamath Falls high school.
      Passed the CA bar in 1911. Practiced law for 57 years until 1969.
      The following men gave T.H. a goodbye party on 5 January 1918, as he left
      for the First World War as a First Lieutenant, Field Artillery: Charles
      J. Crary, L.D.Dimm, F.E. Beck, V.A. Fenner, W.H.Mcbryde, L.C. Pontious,
      W.T. Helms,H.W.Pulse, C.H.Robertson, James K. Lynch, C.E. Worden,
      J.M.Quay(made a formal toast). from the printed program. He served in
      the army in France from January 1918 to June 1919. Letters from France
      show a vigorous fast handwriting that was fairly readible and somewhat
      spaced out.

      Deputy District attorney of Contra Costa County for six years.
      To get married T.H. took a 30 day leave of abscence from the Board of
      Supervisors.
      Founded firm of Tinning and DeLap in 1928.
      Member Masonic Lodge #347 and Miramar Chapter #205, Order of the Eastern
      Star.
      Member of the board of Governors of the State Bar.
      On Friday, 24 August 1934, T.H. was a Richmond and Martinez attorney
      running for Assemblyman of the Tenth District in Costra Contra County.
      Election was held on 28 August 1934. He was elected. Pictures show him
      wearing glasses at that date but not when he got married.
      T.H. was an Assemblyman and chairman of the county government committee.
      He had responsibilities at one time of Irrigation, judiciary, Mileage,
      Municipal corporations, oil industries, revenue, and taxation. - from a
      newspaper clipping.
      As an Assemblyman, he was a member of the lower house of the legislature
      severance tax committee. He traveled to Eureka, Santa Cruz, Long Beach,
      during the governorship of Frank F. Merriam in 1936 or 37.
      Served in the CA state senate until 1948. Chariman of the State
      Republican State Central Committee in 1948. Close association with Earl
      Warren.
      He belonged to the Richmond American Legion Post #10, and the El Cerrito
      Post of Veterans of Foreign Wars. He was an Elk in Lodge #1251. He was a
      county chairman of the Salvation Army advisory board. He was one of the
      founders of the Richmond Comunity Chest. He sought the nomination of the
      Republican and Democratic parties (21 June 1934 Contra Costa Gazette
      newspaper clipping).
      A newspaper clipping indicates that T.H. went to his parents 50th wedding
      anniversary in Woodland, CA. A group photograph shows him missing from
      the 55th.
      He belonged to and was a director of the Berkeley Country Club. He was a
      mason.
      Address for many years before retirement: 2616 Sonoma Avenue, Richmond CA
      (El Cerito). Moved to Rossmoor in Walnut Creek upon retirement. Lived in
      a convalescent home last two years of his life.
