    • Sent to St Helena in 1804 as representative of the East India Company. Lived inland from Jamestown at the Briars.

      When Napoleon arrived in exile, Longwood was not habitable, and Napoleon on his return to Jamestown from seeing Longwood, and visiting the Briars asked to stay there and did for 3 months in the Pavilion, not returning to Jamestown which he never saw again. He became very friendly with the Balcombe family, particularly 13 years old Betsy who spoke French. He stayed friendly with many visits by Wm & Betsy to Longwood as Wm Balcombe was the Purveyor for Napoleon.

      The family returned to England in 1818, ostensibly because of Mrs Balcombe's ill health, but it is said that the English officer responsible for Napoleon, Sir Hudson Lowe, thought the Balcombes were too friendly and smuggling letters for Napoleon.

      Wm was rumoured to be an illegitimate child of the Prince Regent, later George IV.

      In 1823 Wm was sent to NSW to be the 1st Colonial Treasurer in Sydney. Apparently they lived in Molonglo County, Argyle, NSW. He died there in 1829.
