      Nach demTod (1778) seines Onkels Fürst Ludwig Carl Otto zu Salm-Salm (1721 - 1778) folgte Fürst Constantin im Fürstentum Salm, in der Wild- und Rheingrafschaft, im Herzogtum Hoogstraten und in der Herrschaft Anholt, anhngs unter Vormundschaft seiner Mutter Fürstin Louise Eleonore (1729 - 1800) und seines Onlcels Prinz Wilhelm
      Florentin zu Salm-Salm (1745 - 1810). 1787 übernam er selbst die Regierung.
      Wahrend der französischen Revolution wurde das Fürstentum 1793 Frankreich einverleibt und Fürst Constantin zog sich nach Anholt zurück. Durch den Frieden von Lüneville verlor er 1801 such seine weiteren linksrhreinischcn Länder in der Wild- und Rheingrafschaft und in Belgien. 1803 wurde das Fürstenhaus Salm-Salm mit zwei Dritteln der säkularisierten münsterischen Ämter Ahaus und Bocholt entschädigt. 1810 kam das neue Fürstentum Salm an Frankreich und 1815, in folge der Wiener Kongressakte, mit der Herrschaft Anholt definitiv an Preußen, wonach Fürst Constantin sich mit seiner Familie nach Paris zurückzog. Constantin war somit der letzte souveräne Fürst seines Hauses.
      1826 trat er in Stuttgart zum Protestantismus über. Danach lebte er in Karlsruhe, wo er 1828 starb. Gerühmt wurde sein Wohltätigkeitssinn, welcher in seinen Regierungsverordnungen zum Ausdruck kommt. In Anholt modernisierte er, geprägt von den Ideen der Aufklärung, das Armen- und Schulwesen.
      Er war Inhaber des bayrischen Sankt-Hubertus-Ordens.
